I'm considering Saylor (supplemented with other resources) but I might do SDC.

If you want to do the cheapest option, do ModernStates, which will prepare you for the CLEP.  When you finish, a CLEP center near you may be open.  If not, you can then do the Saylor exam for $25 (so no need to do the Saylor course).

Can all saylor exams be attempted without completing the course? The final is always unlocked?

Can't CLEP. The nearest CLEP center that's open to the public is (so far as I can tell) in London, England. I did start ModernStates anyway but I'm not really thrilled with the way they teach calculus for whatever reason.
