My understanding is that EC is cheaper, but I went the TESC route. As for your credits, since you have quarter credits they translate to semester credits before they can be used. 4 quarter credits = 2.66 semester credits. You basically have a bad situation here where most schools I've seen now use the semester hours system and your credits do transfer but don't fit together nicely. Basically when you fill in the rest of your credits, the converted quarter hours do apply but in a case like your Geology course it isn't enough to fill in the 3 credit requirement. What you'd end up doing is filling those areas in with tests or new courses, and then whatever is left over would fill in as needed. Most people don't have quarter hours floating around on here so the advice on that is kind of lacking, as for your degree you can use them, they just are kind of a pain to calculate.
Here is an example of what I mean, lets say you want to do the business degree, here is an example of how you can use your credits to fit in:
ENGLISH COMP (6)- ENC-101, ENC-102 - Fill with CLEP College Composition, or take the course somewhere
HUMANITIES (12) -
---Managerial Business Comm (3, mandatory)
---Other Humanities Electives (9), pick tests, courses, or PLA's to fill in

---Intro to Computing (3, DSST Exam) - You can use any non-mathematics nat sci area including computer science!

---13.7 more credits needed in general ed elective areas
You've got some usable credits, they just are kind of mess once they translate into semester hours. An "extra" credits will rollover to the general ed elective area (as see with HIS-199). To answer your other question, a 2.66 credit course will not satisfy a 3 credit requirement so you'll have take some other courses or exams. My only other thought is that you could decided to not transfer those credits in and instead test out of related exams. You could test of Natural Sciences (6 credits), Psych (3 credits), Sociology (3 credits), and History I & II (total 6 credits) and be far ahead on credits. Just note that credits will conflict (duplicate) if you try to test out after bringing those old credits over. You've got a start, you need to pick a school (get some advice from an EC student if you want more on their school), and then you can put together the full degree plan.
My completed "non-traditional" credits include 27 credits from CLEP, 30 credits from DSST, 6 credits from ALEKS, 19 credits from FEMA courses including PDS, 3 credits from NFA courses, 10 credits from ACE Workplace Training, 3 credits from a TESC TECEP exam, and 3 credits from a TESC PLA course.
