I know in California you can have both a driver's license and a state ID card, though they reference the same unique ID#/DL#. Because of this duplication, many testing programs will not accept both as 2 forms of ID if presented at the same time. But for CLEP exams, the other ID would be perfectly acceptable as a second ID as long as it is not expired.
