TayTay, see my post from earlier in regards to younger ones wanting to test. I feel like there is a minimum age to get a state ID card, but that would be the route I would suggest as those cards are usually not that expensive to get and is counted as a primary ID.
I have to keep coming back to the fact that CLEP is the one who requires 2 IDs. If test centers are not enforcing that policy, that is their choice. Everyone should expect to be asked for a second ID. Just because you might pay for your admin fees with a credit or debit card does not mean a test center will accept that card as your second ID unless it is signed. I see many people come in without a signature on their bank card -- it is totally their choice! Just make sure you have something with your name printed on it, then either a photo or signature and you should be fine.
