Any changes to your academic record, including degree programs, enrollment plans need to be formally submitted in writing to the Office of the Registrar. That's why when dealing with sensitive issues within your degree program, it is sometimes best to skip advising and go direct to the Registrar.
If you have billing issues/requests - tuition anniversary dates, course registration/extension billing the Bursar is the place to go. They can advise students, make ledger adjusments, move due dates, etc. But again it's just handling the accounting, dealing with the numbers and dates.
