Remind again - are you not U.S. based? CLEP, DSST, and Uexcel do require in-person proctoring, but they are computer-based so scores report quickly and they are CBE. Also, is course tuition an option? (I ask because you have a few more options, even if in-person proctoring is a problem, using ePack. They are essentially TECEP exams, but you are given access to a bank of extensive quizzes as a study aid; think InstantCert, only the quizzes offered are made by the same people who publish the test, and the quiz questions are often remarkably similar to what shows up on the exam.
In your other thread, KayV laid out a pretty snazzy BSBA-Gen Mgmt plan, but it does require CLEP/DSST.

Speaking of, have you resolved the account and transcript issues with APUS? At a minimum, you will need to do that before the graduate school part of your plan kicks into gear.
Given KayV's already set out the Gen Mgmt option, I'll only touch on the HR Area of Study section. That said, the HR spec is not CBE-friendly, unfortunately. One of the three mandatory courses does not have a CBE option anywhere (that we've found - at least not that I've read), and of the HR electives, the only CBE currently accepted is the Uexcel Labor Relations which proctors at a Pearson center only. That said, most colleges' online courses now use proctoring services like ProctorU (the service TESC uses for TECEPS) so that is an option if you have a logistics challenge of no nearby testing centers (military bases?)
