Why? Because a scholarship would be required for the duration, not just once. If a college decided to pull the plug on these scholarships, or didn't renew for some reason, the soldier would have to dip into GI Bill money- which is also disqualifier.
Too many variables, I wanted only solid options that would work for everyone in any situation.

Military qualifies for in-state tuition. With tuition and fees for 15 credit hours, tuition is about $260 per credit hour.
