You don't have to go through Straighterline or Study.com, those are just one of the many ways to earn credit. Often, especially with gen ed's, there are multiple ways to earn credit. Straighterline and clep are just the more popular ways. I recommend taking a look at this page on the wiki- it shows many different courses you can take for each category. I believe you have to have 12 UL credits in your area of study, so yes, 4 3-credit courses or exams would be enough.
The institutes is a free 2-credit ethics course, and Kaplan is referring to a free 3 credit course, if you search the forum for those keywords a bunch of threads will pop up with info on those. TECEPs are a type of credit by exam available through TESU.
My recommendation would be to get started by taking the analyzing and interpreting literature clep. It's a piece of cake, and will boost your confidence in this process. I would also recommend joining InstantCert, mostly for the access to the threads with specific exam feedback. Reading through those posts really helps with preparing for an exam by pointing you to the best study materials with tips from people who have taken the exam.
You can take exams at the same time you're enrolled in your local college, but if speed is your priority then it may be better to go full throttle on testing.
