help ! about the new policy

hi I was planning on earning two BA in CS and math (in our country it is way  more valuable two BA than double major) but now it seems nearly impossible I'm from north Africa and our country is poor and the currency is very weak I was planning on doing sophia for the general ed and then study.com and other sources for the other credits and doing the corner stone and the capstone at tesu but this new policy messed up everything  ,also about the residency waiver 3000 dollars for every BA ? and what is the cheapest new plan ?? I heared about tel learning, every comment and information  is precious to me I'm a foreigner and our education system is very different and thank you very much for your time .
