I think that with that degree, you're probably better off staying at U of People, since none of the other schools that you're interested in accept NA credit; and EC which does take NA credit doesn't have a CS degree, and their IT degree is very expensive; and WGU which will take NA credit won't take a non-US-based student.
Dumb question here, but why are you starting over when you already have degrees? Why wouldn't U of People take courses from your previous degrees from Peru & Portugal?
