We recently had a student go to WGU just to take Computer Architecture and Software Engineering for the TESU Computer Science degree.  This student was on the Pell Grant so the tuition was basically free.

The mentor will let you pick and choose what you want to take however some courses may have prerequisites.

I don't know if they would let you take Discrete Math II, Software II, or Data Structures II before taking the first one.

They got lucky! There are a lot of mentors at WGU who don't allow you to take whatever you want. Like I said previously WGU has really been cracking down on following the degree plan recently.
