Yes, I speak Spanish and my fluency scale level is a B1.
In the metropolitan areas of Mexico City, Guadalajara, Monterrey, and Puerta Vallarta as well as the peninsula areas (Baja California and Yucatan), I would guess the English fluency (at least A2) is 50%.
