I would not recommend a BLS for (most) international students: it's a possible waste of both time and money. If one is international and is going to settle for a degree they don't want, a Business degree would probably be better. Or, really, anything not liberal arts/studies.
Do the degrees have to come from the same school? Math & philosophy are an unusual combination. What if the math degree comes from a well-ranked school and the philosophy degree does not? IIRC, there are some inexpensive philosophy degrees available at good (but not highly ranked) European schools for cheap.
