I think Karehiro' suggestion is the best bet based on your criteria. Here is my understanding of your criteria based on importance:
1. Highest QS ranking
2. Must be within $10k-15k.
So I went down the QS ranking list and found the first university that is less than $15k for MSCS or MSAI, and that is UT (QS: 66).
If you can knock out the RA BA/BS with UMPI in one term, then that would be $1.7k + 10k = $11.7k
Next up in QS is GT at 114. Total tuition using same strategy is $1.7k + 8k = 9.7k
Even WGU is a good option. WGU + UT = about $4k + 10k = $14k, and with WGU you have a little bit of breathing room (6 months)
