Ok, TESC is going to count that as FREE ELECTIVE credit. TESC has two types of electives- general education elective and free electives. G.E.E.s are only allowed in math, social science, natural science, and humanities. So, add those 9 to your 10 FEMA- and your management CLEP puts you at 22 free electives.
For test planning, refer to the course catalog and plan courses in only the GE areas. If credits overflow, they flow into GEE. At the point where your GEE overflows, it goes into FE credit. Since you are nearly full in FE credit, you should direct all of your testing toward the GE areas.
As a kick off point, I'd suggest the English Composition for 6 credits, Analyzing and Interpreting Literature for 6 credits, and the College Math for 6 credits.
