Now they will only pay for classes in your relevant degree program, so I have to change my program every semester to complete the classes I need to transfer to a different 4 year college. Total pain. Then why can I get TAP? What's the difference between TAP and PELL?
Anyways, since this crackdown, I've learned more about Pell than I ever wished to. The short answer, is no, if you are trying for your second BA/BS, you are not eligible for Pell, because it is a grant and not a loan. You would be eligible for federal LOANS however.
