Hi, TAP is from your state (I assume you are in NY), which is free to set its own standards and requirements for the grant monies it provides, while Pell is federal. I believe Pell has had this rule at least since the 90's when I originally started college. You can't get Pell grants if you already have an undergraduate degree.
