I think a library might be the place to take your tests. They often have study rooms where you could have the required privacy. The computer requirements for ProctorU are not stringent. Unless your computer is truly ancient you shouldn't have a problem.

+1 on this, as Saylor and Straighterline will require proctoring by ProctorU. I am not sure which degree you ultimately are going for, but if you intend on getting a TESU degree and will take TECEPS, those tests are also proctored by ProctorU.
