I could be wrong but I think I've heard something about Capitol Technology University accepting up to 42 credits from an incomplete doctoral degree - I spoke to one of their admissions counselors about a program there that I'd applied to, however, and was advised they only accepted 6 credits from a Master's degree and Grad Certificate credits are considered non-transferrable (just going by memory here, so maybe don't take me at my word).

Cornerstone University will accept up to 75% of credits transferred in for some graduate programs.
