All three of the schools you attended are regionally accredited, which significantly increases the likelihood that all or most of your credits from each institution will transfer.

All three of the "big 3" accept a significant number of transfer and testing credits. TESC accepts up to 120 transfer credits which is how testing is marked on the evaluation, and most of their programs can be fully tested through (those that cannot be tested out of entirely often come close to it). One benefit of TESC is the business capstone, Business Policy, is offered in the form of a TECEP exam ($99.00 cost, study, take test, done). You can do searches on this forum to find templates others have used to match up offered tests to course requirements within most business plans, and if you select a program that cannot be fully tested, there are often inexpensive and fast alternatives if you do not want to do term-based courses.

But, you won't know what tests (if any) you need until you have evaluations done.

Does that mean no transfer credits, no testing out of courses, etc - very confusing, because the other tab says "Concentrations that can be completed by combining Charter Oak's online courses with other credits"

Here is the page I am referring to that says that: Concentrations (Majors) and CPS Forms at Charter Oak State College

Somebody please explain?

Charter Oak has a limited number of courses, so only a few degree programs can be completed 100% through Charter Oak. For the other concentrations, some courses have to be taken elsewhere because they are not offered at Charter Oak. The bachelor's degree programs at Charter Oak only require two courses that can only be completed at Charter Oak: an introductory course and a capstone. You can transfer or test out of everything else. Those quotes do not mean you have to take all of the courses at COSC; they mean that if you wanted to take all of the courses at COSC, you could. For most of the concentrations, you cannot complete your degree with only COSC courses because COSC does not offer the courses.
