Penn Foster financial management and others transfer to TESC and have an unproctored final exam and can be completed in a week. Straighterline.com courses also transfer to TESC and have no proctored exams.
As long as it takes me to read over the review material is as long as it takes me to study for an exam. I have a partial photographic memory, so proctored exams are much less time consuming for me. If I can complete a study guide or read review material in a couple of hours, then that's all I the time I will take studying.

That might work on some tests but probably won't work on statistics or finance because the math portions require practice.

But you wouldn't have to write a 10 page paper on statistical or finance problems, right? So you pretty much don't have a choice but to study. I'm taking statistics through ALEKS anyway and psychology doesn't have many quantitative requirements.

Aren't most online courses now going the online proctor route, so that we don't have to worry about finding one ourselves?

Most to all classes use an online proctor to teach the course. Some online courses allow an online proctored Final exam, some still require you to find someone near you to proctor written exams in person.

You can actually do a search through TESC courses and look at the class syllabus and they will let you know whether or not their is a proctored exam or not.

Not sure if anybody else mentioned this, but PLA courses don't have exams or textbooks. There is a lot of writing, since you have to document what you know, and what you know has to be at a college level. For me, I prefer the PLA, but I also like to write. If you don't like to write or are not a good writer than it's not a good choice.
Another advantage of PLA is the sheer volume of classes available. Here are the PLA courses in the TESC catalog:
