Here is the link to TESC's Gen Ed requirements. TESC only shows their courses that fit into the new requirements, but this will give you a good idea of the type of credit that will fulfill the requirement. You can then ask an advisor if a certain CLEP or SL course will fill that requirement.

It's possible that you may be able to move some courses around on your eval and then complete the remainder with another CLEP/DSST/TECP/UExcel/SL.
For example, if you move 3 credits of the A&I lit from Liberal Studies, you can fulfill the info lit requirement. You will then need to take another exam to fill the LS requirement in, but there are PLENTY of exams to do that. Is there any courses that are currently showing as "additional" on your eval(courses accepted but not applied to the degree)?
You have a lot of good candidates in the free credit section that you can move around also. You can then fill the free electives up with TEEX or other cheap/free credits. You also have taken intro to PoliSci. They have it in your free electives section. If you can get that moved, that may fill the civic engagement, not sure.
Here's a proposed plan. Since this requirement is new, please check with other members in your shoes and of course TESC to see if this could work.
Oral Communication (3)- take the Public Speaking DSST (~$80)
Information Literacy (3)- move 3 of the A&I lit credits over from your LS electives.(free)
Civic Engagement (3)- try to move Intro to PoliSci or take the American Govt Clep (free to ~$80)
Liberal Studies Upper Level (3)- take an upper level LS TECEP or DSST (~$80-$110) - possible exams Org Behavior, Substance Abuse, Fund of counseling, Vietnam War
Capstone (3)- no way around this, take the TESC course (cost varies depending on a number of factors but around $700-$1300)
LS lower level (3)- move one of your LS free electives over. (free)
Free electives (about 7 credits?) take TEEX or ALEKs courses (about $20)
